Ukrainian Education and Science Minister Dmytro Tabachnyk on March 29 cancelled an Education Ministry decree of October 28, 2009 introducing the obligatory independent external testing of third, fifth to eighth and tenth year students at secondary schools.
This is stipulated in decree No. 267 signed by the minister and distributed among ministry employees on Monday. The text of the document has been made available to Interfax-Ukraine.
The decree says that it was adopted "to avoid overloading the students of secondary schools during the completion of the school year, given the unsatisfactory results of a study on the level of educational achievement of students of secondary schools in the Ukrainian language, mathematics and the history of Ukraine."
The decree cancels decree No. 985 on studying the level of knowledge of students of secondary schools in the Ukrainian language, mathematics and history of Ukraine, which was passed by former Education Minister Ivan Vakarchuk on October 28, 2009 and introduced the obligatory independent external testing of third, fifth to eighth and tenth year students of secondary schools.
In his decree, Tabachnyk also ordered the Department of General Secondary and Pre-School Education "to study the issue of conducting the abovementioned study [on the level of educational achievements of students of secondary schools in the Ukrainian language, mathematics and history of Ukraine] in the 2010-2011 school year.
The text of the decree was not released by the ministry's press service.
Tabachnyk said earlier that the points of tests and school-leaving certificates would be taken into account during admissions to Ukrainian universities and institutes this year and that the point calculation formula would be distributed among all educational institutions.
"Entrance exams at universities will be conducted only for external students who graduated from secondary schools before the introduction of testing," he said on March 22.
Tabachnyk also called for switching the independent external testing of school leavers to the language of instruction.
